It says it has a 30 sec cooldown. Does that mean when one of the effects proc, none of them can proc for 30 sec, or do they have seperate cooldown.

In my opinion, this is one of the best talents possible for BG PvP'ing. I'm sure there are many times casters have cursed at their monitors after I silenced them at a key moment.
